Senior Buyer – Public Sector Procurement Contract
ThreeLinx Search is currently recruiting for an experienced Senior Buyer on behalf of one of our public sector clients. This is an exciting 5-month contract opportunity for a procurement professional with a strong background leading complex competitive procurement initiatives within the Ontario Public Sector or Broader Public Sector (BPS).
Please Note: This role requires current or recent public sector procurement experience. Candidates whose experience is exclusively in the private sector will not be considered.

About the Opportunity
As the Senior Buyer, you will be responsible for leading the full procurement lifecycle for a diverse portfolio of goods, services, professional services, technology, construction, and capital projects. You will partner with internal business units to develop procurement strategies, conduct competitive procurement processes, negotiate contracts, and provide ongoing contract administration while ensuring compliance with applicable legislation, trade agreements, and organizational procurement policies.

Key Responsibilities
In this role, you will:
- Lead the end-to-end procurement process from planning and sourcing strategy through contract award and administration.
- Develop and manage competitive procurement documents, including RFPs, RFQs, RFIs, RFSQs, Invitations to Tender, and Vendor of Record procurements.
- Prepare procurement plans, specifications, evaluation criteria, scoring matrices, bid documents, and contract documentation.
- Facilitate procurement evaluations, vendor communications, negotiations, contract awards, and vendor debriefings.
- Negotiate commercial terms and conditions while minimizing organizational risk and maximizing value.
- Provide procurement advice and guidance to internal stakeholders throughout the sourcing process.
- Conduct market research and supplier analysis to support strategic sourcing decisions.
- Administer contracts, amendments, renewals, and supplier performance reviews.
- Ensure all procurement activities comply with procurement legislation, trade agreements, organizational policies, and governance requirements.
- Prepare procurement reports, award recommendations, and approval documentation for senior leadership.
Required Qualifications
To be successful in this role, you will have:
- A minimum of 5 years of progressive procurement experience within the Ontario Public Sector or Broader Public Sector (BPS).
- Proven experience managing complex competitive procurement processes from planning through contract award and administration.
- Strong knowledge of public procurement legislation, policies, and competitive bidding practices.
- Experience leading procurement projects involving goods, services, consulting, technology, construction, or capital projects.
- Demonstrated success negotiating contracts and managing supplier relationships.
- Strong analytical, organizational, and problem-solving skills.
- Excellent written and verbal communication skills with the ability to influence stakeholders at all levels.
Preferred Qualifications
- SCMP, CPPB, CPPO, CSCMP, or another recognized procurement designation.
- Experience using ERP or eProcurement platforms such as SAP, Oracle, PeopleSoft, Jaggaer, Bonfire, or Ariba.
- Experience supporting municipalities, healthcare organizations, post-secondary institutions, government agencies, utilities, or other broader public sector organizations.
